What’s the Plan?

City officials have completed a third draft of a new Comprehensive Land Use Plan for Ann Arbor.

Under Michigan law (Planning Enabling Act 33 of 2008 and Zoning Enabling Act 110 of 2006), a Plan should reflect the community’s vision for how the city is to grow–guiding strategies and actions for housing, land use, the environment, infrastructure, transportation, and services.

A good city plan relies on credible data—population trends, housing needs, infrastructure capacity, and costs—to guide sustainable growth. Ann Arbor’s draft Plan does not provide the evidence needed to support its sweeping proposals.

A strong plan must reflect community values and vision. Instead, the draft was advanced with limited public engagement and prioritized increased development and density without demonstrating broad support. The result is a plan lacking both a solid data foundation and clear community consensus.
